Work to make Mangalore World Class Railway station gathers steam

The Southern Railway has initiated the process for developing Mangalore Central Railway Station into World Class Station (WCS), three years after it was announced in the railway budget by the then railway minister Mamata Banerjee. According to Southern Railway, a draft inception report is under process for dealing with the proposal for developing the station into WCS. The present status is that the Southern Railway has nominated Senior Administrative Grade-level multi-disciplinary project team, a monitoring committee of head of departments (HoDs), and another one of principal HoDs for dealing with the proposal. A proposal of Rs 16.50 crore for construction of additional island platforms to decongest the existing terminal has been included in the 2012-13 budget. There is also a proposal for developing the exit on Attavar side. This reply came about after an RTI application was filed by Anil Hegde from Attavar here. The WCS concept, introduced in 2009-10 budget, intends to offer better service to passengers, smooth and safe road traffic flow to and from the station, adequate parking facilities, security of high standards including CCTV surveillance, multi-functional complexes, food courts, shopping facilities, etc. Hegde said that even though additional island platforms are developed at Mangalore Central, Kerala-bound trains cannot reach there, as entering central station entails engine reversal. "There are solutions for this problem, which the railways is not interested in. I'm consulting experts to find out an acceptable solution,'' says Hegde.

Rlys need Rs 1 lakh crore to fund safety upgrade

A high-level safety review committee for the Indian Railways has suggested fresh tax on passengers. The committee, headed by Anil Kakodkar, former chairman, Atomic Energy Commission and Secretary, Department of Atomic Energy, in its report said Rs 100,000 crore would be required over the next five years to revamp the safety measures of the Railways.
The Rs 100,000 crore would include Rs 20,000 crore for advanced signalling systems on 19,000 km trunk routes, Rs 50,000 crore for elimination of all level crossings, Rs 10,000 crore for manufacturing coaches with better designs and Rs 20,000 crore for maintenance of safety-related infrastructure and other items.
To fund the Rs 20,000 crore annually, the panel says Rs 5,000 crore could be mopped up as safety cess from passengers and has asked for similar grant amount from the Centre. It also called for deferment of dividend of Rs 5,000 crore as social burden, raising Rs 4,000 crore from the Rail Land Develo-pment Authority and not paying road tax of Rs 1,000 crore.
Minister of railways, Dinesh Trivedi, however, did not say anything on raising fare. “We have to consider the suggestions by the committee to raise funds. We will weigh our options and make sure that common man is not burdened," he said.
The panel has also recommended formation of Railway Safety Authority (RSA) as an independent body, directly under the government with chairman and experts from outside; a railway research and development council, railway research centres, advanced railway research institute and upgraded RDSO.
The committee, formed on September 16, also had E Sreedharan, the former managing director of Delhi Metro Rail Corporation, as an advisor.

To improve passenger amenities, railway authorities have sanctioned three escalators for Nellore railway station. This is in addition to the three lifts installed recently for passengers who have to climb the foot over-bridge connecting platforms No 1, 2, 3 and 4.
To improve passenger amenities, railway authorities have sanctioned three escalators for Nellore railway station. This is in addition to the three lifts installed recently for passengers who have to climb the foot over-bridge connecting platforms No 1, 2, 3 and 4.
With regard to other development works in the railway station, the overhead shelter is being extended at platforms no 1 and 3. Sources in the railway wing said that importance was being given to enhance facilities for passengers because Nellore is in the second place after Vijayawada station with respect to revenue earnings from passengers.
Nellore is one among 105 railway stations in Vijayawada division and the revenue earning was Rs.34 crore during 2011 as against Rs.29 crore in 2010 and Rs.24 crore in 2009. Rajahmundry occupied the third place in revenue earnings. Citing the growing number of railway passengers from Nellore, the railway users association has been demanding an AC waiting hall for upper class passengers. They maintain that it is a necessity, pointing to nearly 200 passengers travelling in AC compartments to the state capital alone from Nellore every day.
They also demand a direct train to Shirdi, referring to direct train availability from Machilipatnam, Kakinada and Visakhapatnam to Shirdi. Speaking to this newspaper, railway station manager Anthony Jayraj said that people demanded a direct train to Shirdi especially after the opening of Sai Shirdi Nagar railway station.
He said that they had been deputing railway police to regulate passengers thronging Nellore station for reservation under the Tatkal quota everyday. Mr Jayraj said that there was a stampede like situation every day as soon as the reservation hall doors were opened and police assistance was sought to prevent any untoward incidents.
People were waiting outside the reservation hall from midnight to be the first in the queue to obtain Tatkal tickets, he added.

The first phase from Trivandrum to Kochi would be completed in five years; the entire length would be commissioned by March 2020. The all-party meeting convened by the Chief Minister Oommen Chandy, gave their consent to go ahead with the project.   Delhi Metro Railway Corporation (DMRC) was entrusted with the task of preparing a feasibility report about the proposed project and the reported submitted by DMRC came out with a positive conclusion. Around 1000 acres of land would have to be acquired for building the line, with a total of around 4500 families needing to be evicted. The specially designed tracks would cost a fortune to build, for which loan could be raised from Japan International Cooperation Agency, with an interest rate of 1.5%. DMRC has already been asked to start working on a detailed report about the project.     Steps would be immediately initiated for quick acquisition of the land needed for the project. The Trivandrum - Mangalore high-speed rail link would be the first undertaking of this magnitude in the nation. The government has appointed Kerala State Industrial Development Corporation (KSIDC) as the Nodal Agency to the project. The Chief Minister also informed the meeting that the 20 crore that was allocated for the project in the 2009 budget has been transferred to KSIDC.

Now, Indian Railways is on Facebook

Expanding its online reach, Railways' Delhi Division has come up with a dedicated page on social networking site Facebook where passengers can check out availability of berths, train timings and other related information. "We have opened a page on Facebook to inform passengers about the status of vacant berths as well as the arrival and departure of trains. The page is linked with the National Train Inquiry Service and constantly updated," said a senior Delhi Division official.
Besides the status of berths and train timings, the page will also provide detailed information about arrivals and departures at the exact platform number at New Delhi, Nizamuddin and Old Delhi stations.
Aiming at preventing misuse of available seats by "unscrupulous elements", Railways has asked other zones to resort to such innovative measures and give adequate publicity regarding the facility of booking vacant accommodation available on trains at current ticket counters.
"Our aim is to create further awareness among passengers about this facility as due to lack of adequate awareness, it is being misused by unscrupulous elements for providing confirmed accommodation to passengers at a premium by using the current counter facility, said the official.
Railways has advised passengers travelling on short notice to use the facility of current reservation counters situated at the train originating main stations.
"The vacant reserved seats available on train after preparation of reservation charts can be booked at the current ticket counters of the train originating stations before departure of trains," the official said.
According to Railway rules, a reserved ticket can be booked across the Passenger Reservation System counters all over the country as well as through the Internet only upto the time of preparation of reservation charts.
After preparation of reservation charts, the berths available, if any, can be booked at the current counter available at major stations.
The reservation charts are normally prepared three to four hours before the schedule departure of the train. In case of trains leaving early morning, the charts are prepared on the previous night.

Trial run of locomotive on BG section successful

The successful trial run of a locomotive on the Virudhunagar-Manamadurai broad gauge section on Thursday brought to an end the three-year wait for completion of track-laying work under the gauge conversion project on the 67-km-stretch.
The work that began in 2008 has been completed at a cost of around Rs. 175 crore. The Deputy Chief Engineer (Construction), R. Manoharan, inspected the entire stretch of railway track covering Aruppukottai, Tiruchuzhi and Narikudi stations.
“The physical work of laying the track is over. Few other works like providing signal is at an advanced stage which could be completed in a couple of months,” a railway official said. Passenger trains would be operated on the section after a clearance from the Commissioner of Railway Safety.
However, operation of goods train could be taken up immediately after completing the minor works on the tracks. The project included the construction of 159 bridges, including five major bridges, and three road over bridges. The Virudhunagar-Manamadurai stretch would offer a link for an alternative rail route of Virudhunagar-Manamadurai-Karaikudi-Tiruchi to the over-utilised Virudhunagar-Madurai- Tiruchi section. Besides, it would also provide the shorter rail route connecting the deep south of Tamil Nadu with the pilgrimage centre of Rameswaram and the Delta districts.
The alternative route was also free from any gradient, unlike the Madurai-Dindigul-Tiruchi section, and would be ideal for operation of goods train as it would be easier for hauling longer formation of loaded wagons. The Executive Engineer, P. Williams Joy, was present.
