Metro Reach 1 to get facelift by 2013

The 7-km Metro Reach 1 stretch from M G Road to Byappanahalli may get a facelift by March 2013.   According to the detailed project report (DPR) prepared by the Bangalore City Connect Foundation, the 64-crore project will be jointly taken up on a 50-50 partnership basis by the BBMP and the BMRCL.Exclusive insights into the DPR bears resemblance to an international road equipped with facilities, with the pedestrian ease as the forepoint. The plan accommodates a footpath, white topped travel lane for vehicles, provisions for underground ducts and a bicycle track.V Ravichandar of Bangalore City Connect Foundation (BCCF) explained, “The formal handing over of the DPR will take place next week after. The DPR contains Right of Way (RoW) for the whole stretch, which includes footpaths, bicycle tracks, travel lanes for vehicles, lights and signs above ground. Underground utilities like water, sewage, electricity lines, Optical Fibre Cables (OFC) and telephone cables are covered. Interestingly, our DPR covers underground works that would be conducted through cross ducts across roads, so that roads are not damaged.”As far as BBMP’s contribution is concerned, they claim that they have already received a sanction of `50 crore for white topping projects in last year’s budget. “Once the DPR is received, it will take us about nine months to complete the project. Government approval will first be sought. Later, it will take us 60 days for tender processing and the execution of the project will take six months. We will finalise the DPR soon,” said S Somashekhar, chief engineer (Major Roads Special Project), BBMP. The foundation that had earlier prepared the design for Vittal Mallya Road, is preparing the design free of cost as a service to the society, and is funded by major industry leaders like Biocon, Infosys, Wipro, Velankani Group, Bosch software, Titan among others. But, with the project execution taking six months, the traffic will take a beating.

New tenders for gauge conversion

Irked by the slow pace of gauge conversion works between Pollachi and Palakkad, Southern Railway has decided to cancel the existing contract with a Bhubaneswar-based company that presently working over the project and issue fresh tenders to complete the remaining works in a time bound manner. The 58 km long Pollachi-Palakkad narrow line was closed down in 2007 to convert it into a broad-gauge line linked with the Coimbatore-Dindigul stretch, where gauge conversion is in progress. Together, these two lines are expected to enhance rail connectivity between Coimbatore, Palakkad, Pollachi, Udumalpet, Palani, Madurai and Rameswaram. According to highly placed railway sources, the gauge conversion works between Palakkad and Polachi began in 2008 after the works were awarded to Bhubaneswar-based ARSS Company. The works moved at a snail's pace right from the beginning and only 25 percent of the works have been completed so far in Muthalamadai-Yakkara stretch. Though works of the major bridge at Amabarampalayam were completed three years ago, only 10 percent of the works of the crucial Yakkara Bridge have been completed so far.As per original plans, the works should have been completed in March this year. However, as per last February's railway budget, the deadline was extended to this December. It is unlikely that works will be completed even by March next year. Considering the dismal situation, the railways decided to scrap the existing contract and float new tenders.Instead of awarding both construction of bridges and gauge conversion works to a single company, the authorities are planning to invite separate tenders for both. A Palakkad-based firm has already evinced interest in undertaking bridge construction works while Eagle Omega Company, based at Kangayam in Tirupur district, has come forward to undertake the remaining gauge conversion works. Southern railway's construction head R Vijayakumar has conducted a spot visit and directed officials to complete the works at the earliest. In the case of the Coimbatore-Pollachi stretch, land acquisition is the major hurdle. About 42 hectares are to be acquired. Once the land is acquired, it will take one year to complete the project, an official said.In case of the Pollachi-Dindigul stretch, works are close to completion. The commissioner for railway safety is scheduled to inspect the site soon. Railway sources have confirmed plans to operate passenger trains between Madurai and Pollachi through the newly developed stretch.

Northeast train services partially resume after two weeks

rain services between southern Assam and northeastern states of Tripura, Manipur, Mizoram were partially restored on Thursday, connecting the region with the rest of India, after heavy landslides damaged rail tracks about two weeks ago, an official said. "The Northeast Frontier
Railway (NFR) authority has decided to resume services of one or two trains in this region. Normal services would be restored by early next week," an NFR spokesperson told reporters at Silchar in Assam. The railway services were suspended in the region on June 1 after landslides, triggered by heavy rains, damaged tracks at several places between Harangajao and Mailongdisa railway stations in southern Assam's Dima Hasao district, around 300 km from Guwahati, Assam's main city.
"The restored tracks might not take the pressure of many trains for a few days, but we hope to restore normal services soon," the official said.
The employees of NFR's Lumding division worked round-the-clock the past two weeks to clear the debris and restored over 150 metres of rail tracks, the spokesperson said, adding that senior officials have been camping in the area to supervise the work.
However, a trial run of a goods train with four wagons failed on Saturday as it was derailed, an NFR official said.
The lone metre-gauge railway line (with track gauge of 1,000 mm) from Guwahati passes through Dima Hasao district, connecting Tripura's capital Agartala and parts of Manipur and Mizoram with the rest of India.
With the suspension of train services, supply of essential comodities and food grain has been severely hit in Tripura, Mizoram and other parts of the region, sending their prices sky high.
The Tripura government has asked NFR authorities to run additional trains to carry essential commodities and food grain to the region.
It has also requested the Food Corporation of India (FCI) to build buffer stock of rice and other commodities for the state within the next fortnight, before the monsoon intensifies in the region.
"The state food and civil supplies department has requested the FCI and the union ministry of food to help the state stock essential commodities, specially rice," an official of the Tripura government said.

KONKAN RAILWAY CARRIES OUT VARIOUS GEO-SAFETY WORKS

Konkan Railway is always committed to the cause of Safety and Security of its Esteemed Passengers. In order to ensure safety measures before the onset of monsoon, as also to stabilize the cuttings and make the track safe to travel, KRCL has carried out various Geo-safety Works on its route as a pre-cautionary measure prior to on-set of monsoon this year.

The intensity of rainfall is very high on KR region. The annual average rainfall is 3500 – 4500mm with intensity of rainfall frequently exceeding 80mm per hour.

The lateritic rocks, with the lethomargic clay combinations is having constant geological change, and the experience has been that the deep cutting slopes become unstable under the heavy intense rainfall conditions. Since then efforts are being made to regularly inspect the vulnerable spots and stabilize them by various Geo-Safety works. Multi disciplinary Expert Committees had been appointed to address the issue. Based on the recommendations of the expert committees / teams, essential works have been identified and completed since the commissioning of Railway line.

KRCL has continuously been executing the following Geo-tech safety works to stabilize the cuttings. The main Geo-tech safety works already done are:

Easing of slopes by providing berms and flattening of deep cuttings slopes.
Providing steel boulder netting as isolated boulder fall prevention measures in cuttings.
Shotcreting and rock bolting of tunnels.
Providing RCC retaining wall and Gabion wall.
Providing micro piling & soil nailing.
Providing side drains and catch water drain lining.etc.
The incidences of boulder fall/ soil slips have been reduced considerably after completing flattening of deep cutting slopes, rock bolting / shotcreting of tunnels, construction of lined catch water drains etc. As of now 74 nos. of cuttings have been completed.

The total expenditure for the period from 1999 to April 2012 incurred towards the various Geo-Tech safety works on Konkan Railway is approximately `267.00 Crores.

GROUND SETTLEMENT AT NIVSAR STATION YARD:

KRCL has successfully tackled the problem of Ground settlement at Nivsar Station Yard which was a bottle neck in smooth running of traffic. KRCL had tackled the problem by providing a diversion line at Nivsar Station yard before monsoon 2011.

Therefore, there was no unusual occurrence of ground settlement during the last year and the traffic has been running uninterrupted since then.

POMENDI CUTTING:

Pomendi cutting is one of the vulnerable cutting in Ratnagiri region. The depth of the cutting is more than 45 meters. KRCL approached Technical Expert Committees to help resolve the difficulties faced at Pomendi cutting. Accordingly as per the recommendations of the Expert Committees various Geo tech safety works were carried out which included widening of the deep cutting slopes by providing berms, concrete lined Catch water drains, Berm water drains, cross drains etc. for making the slopes stable.

Approximately 3 lacs cum of Earthwork was executed and approximately 1200 cum of concrete lining is in progress.

Landslides had occurred during monsoon 2011 on 17th June, 17th July and 30th August’ 2011. The traffic was interrupted for 2 days, 4 days and 1 day respectively during the above mentioned period.

KRCL worked round the clock on war footing basis to handle the crisis and left no stone unturned in struggling to restore the traffic in the least time frame.

This year all the requisite monsoon precautionary works have been executed to avoid any unusuals/ landslides at Pomendi Cutting.

Other than the above, following  additional safety precautions have been taken

Patrolling of unlined portion of tunnels round the clock and throughout the year is being done.
Monsoon patrolling (block section to block section) is done during monsoons.
Watchmen are posted at vulnerable locations i.e in cuttings, bridges and embankments.
Adequate stock of reserve material has been made available for tackling monsoon emergencies.
One excavator mounted on BFR has been kept at Ratnagiri and Verna to attend to any cases of soil slippage/ boulder fall if any during monsoon for immediate restoration of traffic.
Necessary liaisoning is also maintained with the concerned State Govt. Authorities so that release of excess water from reservoirs / dams/ bunds do not affect the Railway Traffic.
Konkan Railway implements a monsoon time table on its route to ensure smooth train operations during rainy season.
Konkan Railway has spent about 3 Cr for the pre-cautionary pre-monsoon safety measures during the current year. It can thus be seen that   all out efforts have been made by KRCL for ensuring the safety and punctuality of the running trains so as to render utmost comfort to the public travelling on KRCL route.
