PATTERN OF TRAIN SERVICES DUE TO LINE BLOCK


Due to line block in connection with engineering work o­n Chengalpattu – Villupuram section for 12 days from 29.9.2012 to 10.10.2012 except Sundays, following will be the pattern of train services o­n this section.

 1) T.No.66045/66046 Melmaruvathur – Villupuram – Melmaruvathur MEMU will be cancelled.

2) T.No.12635 Chennai Egmore – Madurai Vaigai Express scheduled to leave Chennai Egmore at 13.20 hrs. will leave late by 60 minutes.

3) T.No.16854 Tiruchchirappalli – Chennai EgmoreExpress will be regulated for 20 minutes each at Olakkur and Tindivanam stations and will arrive late at Chennai Egmore.

LAUNCHING OF PSC GIRDER IN KORUKKUPET FOR THE CONSTRUCTION OF ROAD OVER BRIDGE


The engineering department of Southern Railway will launch PSC precast girders in lieu of Level Crossing No.1 o­n Cochrane Basin Road and Korukkupet (near Korukkupet railway station).



          During preliminary arrangements, a lot of trespassing by people, especially school children, was observed.                                                                                                                                                                                                                                 The girders are very heavy and heavy duty cranes and other heavy machinery will be in use at the location.  Hence, it is requested that residents in the vicinity of Level Crossing No.1 and other users of the area may exhibit caution and avoid using the road passing through that LC as a precautionary measure.



In view of the above, Line Block/Power Block for 24 hours. from 06.00 hrs. of 30.9.2012 to 06.00 hrs. of 01.10.2012 between Vyasarpadi Jeeva and Korukkupet station, the following will be the pattern of train services.

It will be partially cancelled between Madurai and Dindigul from September 30 to October 5.The train will be terminated at Madurai and operated to Nagercoil as train 56320.It will again be partially cancelled between Virudhunagar and Dindigul on October 12.The train will be terminated at Virudhunagar and operated in the reverse direction as train 56320.The 56320 Coimbatore-Nagercoil passenger will be partially cancelled between Madurai and Virudhunagar on September 28 and 29. The train will arrive at Kudal Nagar at 9.15 p.m. The train number 12636 Madurai-Chennai Egmore ‘Vaigai’ express will be partially cancelled between Madurai and Kudal Nagar from October 1 – 13. The train will leave Kudal Nagar at 6.55 a.m.Train number 12637 Chennai Egmore- Madurai ‘Pandian’ express leaving Chennai Egmore from September 29 to October 12 will be partially cancelled between Kudal Nagar and Madurai. In the return direction, Train No. 02421 Hazur Saheb Nanded-Jammu Tawi special train will depart Hazur Saheb Nanded at 11 00 hrs o­n Wednesdays, i.e., 3rd, 10th, 17th, 24th, 31st October, and 7th, 14th, 21st, 28thNovember 2012 and arrive Jammu Tawi at 03 00 hrs o­n Fridays.

No Service Tax on Tickets Issued Prior to 1st October, 2012


It was announced earlier that Service Tax will be levied o­n AC and First Class Tickets issued in advance i.e., before 1st October, 2012 for travel o­n or after 1stOctober, 2012 and Railways will not be able to refund the service tax collected. Railway Board have issued the following modifications in respect of these announcements cancelling the service tax o­n tickets issued prior to 1stOctober, 2012 for journey o­n or after 1st October, 2012 and allowing the railways to refund service tax o­n tickets booked o­n or after 1stOctober, 2012;-
1)Service Tax is not leviable o­n Tickets issued prior to 1st October, 2012 and hence service                       tax will not be collected from the passengers o­n Board by Travelling Ticket Examiners.                           Service Tax is leviable from 1st day of October, 2012. Service tax will be collected o­n the                         Tickets issued / booking made o­n or after 1stOctober, 2012.
2)In case of cancellation of tickets booked by the passengers o­n or after 1st October, 2012, the service tax will be refunded by the Railways except for the portion of service tax o­n the amount of cancellation charges retained by the Railways.
3)Wherever food and refreshment are a part of the total ticket fare, service tax will be levied o­n the gross amount charged from the passengers towards the ticket at the rate of 3.6% + 0.072% Education Cess + 0.036% Higher Education Cess (Total – 3.708%).
                  It is clarified that the imposition of Service Tax is done as per the provisions of                                         Finance Bill-2012.
Railways will not retain the Service Tax proceeds with them and will remit the amount of             Service Tax collected from the passengers to the Central Government Exchequer as per the procedure.

ON UP SLOW LINE BETWEEN VIDHYAVIHAR AND BYCULLA STATIONS

FROM 11.15 AM TO 3.15 PM

Up slow line services leaving Ghatkopar from 10.52 am 3.19 pm will be diverted o­n Up fast line between Vidyavihar and Byculla halting at Kurla, Sion, Matunga, Dadar and Parel stations and further will be re-diverted o­n Up slow line proper at Byculla.

Up slow line services will not available at Vidyavihar, Currey Road and Chinchpokli stations. However passengers for Vidyavihar station are allowed to travel via Kurla and passengers for Currey Road and Chinchpokli stations are allowed to travel via Byculla in down direction o­n their valid card/season tickets during the block period o­n 30.9.2012.

Levy of Service Tax on AC and First Class Rail Passengers from 1st October 2012


In compliance of the provisions contained in Finance Bill-2012 and subsequent notifications issued by Ministry of Finance, the Service Tax in case of rail travel, which was exempted up to 30th September 2012, will be levied o­n the fare of passenger services in the following classes from 1st October 2012.

(i) AC First Class, (ii) Executive Class, (iii) AC-2 Tier Class, (iv) AC-3 Tier class, (v) AC Chair Car class, (vi) AC Economy Class and (vii) First Class.

Since an abatement of 70%  has been permitted o­n passenger services by Ministry of Finance,  the Service Tax will be charged o­n 30% of total fare including reservation charge, development charge, superfast surcharge which would be calculated as follows:-
i)Service Tax of 12% will be charged o­n 30% of fare (equivalent to 3.6% o­n the total fare)
ii)Education Cess of 2% o­n Service Tax will be added (equivalent to 0.072% o­n total fare)
iii)Higher Education Cess of 1% o­n Service Tax will also be added (equivalent to 0.036%
on total fare)
iv)Total Service Tax implication will be (i) + (ii) + (iii) =3.708% o­n the total fare.

On Concessional value tickets / Privilege Ticket Order tickets etc. service charge will be levied o­n 30% of the total fare actually being paid by the passengers.
The Service Tax will also apply to tickets issued in advance for journeys commencing on or after 01stOctober 2012. In case of tickets already issued in advance excluding service tax, the service tax o­n total fare including development charge, superfast surcharge, reservation fee, etc for the journeys commencing from 01st October 2012 (00 00 hrs o­nwards) will be recovered either by Travelling Ticket Examiners in the train or by the Booking offices before commencement of the journey. Officers and Supervisors from Commercial Department will make surprise checks all important stations to ensure that service tax is levied o­n tickets issued as per the revised rates.
In case of refund of passenger fare, if any, refund of Service Tax shall be claimed by the passengers from the Service Tax authority concerned.  No refund shall be made by the Railways o­n this account.  For the purpose of claiming refund, the office of the Chief Commercial Manager  office of Zonal Railways concerned will issue a certificate to passenger detailing the amount of refunds o­n this account.
 The Railways will deposit the amount of Service Tax collected from passenger with the Ministry of Finance as per procedure.

As per the Finance Bill 2010 and subsequent Gazette notification No. 43 of 2012 o­n the subject, Service Tax o­n “Service provided in relation to transport of goods by Rail’ will come into effect from 1st October 2012”.
1)Certain commodities like Petroleum products and Gases, Cotton and Other Textiles, Fodder and Husk, Food grains, Flours and Pulses, Fruits and Vegetables, Groceries, Jute, Oil Cakes and Seeds, Spices, Sugarcane and Bagasse, Chemical Manures have been exempted from levy of service tax.
2)Since an abatement of 70% has been permitted o­n freight for the taxable commodities, Service Tax will be charged o­n 30% of total freight inclusive of all charges o­n goods which will be as follows:-
i)Service Tax of 12 % will be charged o­n 30% of freight (equivalent to 3.6% o­nthe total freight)
ii)Education Cess of 2% o­n Service Tax will be added (equivalent to 0.072% o­n total freight)
iii)Higher Education Cess of 1% o­n Service Tax will also be added (equivalent to 0.036% o­n total freight)

3)Service Tax will be collected at the time of preparation of Railway Receipt itself. Similarly, as regards ‘To pay’ Railway Receipts, Service Tax will be collected at the time of delivery of goods. Dismantling of Staircases on Platforms of Secunderabad Railway Station for Installation of Escalators


As a measure of providing modern passenger amenities at Secunderabad Railway Station, South Central Railway will install Seven Escalators o­n platforms No. 1 to 9 (At Middle Foot Over Bridge) to serve the Rail users. As the Installation of Escalators necessitates dismantling of the existing staircases of middle Foot Over Bridge connecting Platform No. 1 to 9, the staircase / foot over bridge (located in the middle) as detailed below will not be available for use during the period mentioned. However, out of two staircases of the middle foot over bridge at any platform, o­nly o­ne (Kazipet side) will be dismantled and the other (Hyderabad side) will continue to serve the passengers, except o­n platform no.1.
1)At Platform No. 8 and 9, the dismantling of staircase will commence from 30th September 2012 and the same will not be available for passengers from 30thSeptember, 2012 to 5th January, 2013. The Escalator is likely to be commissioned o­n 3rd January 2013.

2)At Platform No. 6 and 7, the dismantling of staircase will commence from 5th October 2012 and the same will not be available for use by passengers from 10thOctober, 2012 to 15th January, 2013. The Escalator is likely to be commissioned o­n 5th January 2013.
3)At Platform No. 1, the dismantling of staircase will commence from 10th October 2012 and the same will not be available for passengers from 15th October, 2012 to 25thJanuary, 2013. The Escalator is likely to be commissioned o­n 15thJanuary 2013.
4)At Platform No. 4 and 5, the dismantling of staircase will commence from 15th October 2012 and the same will not be available for passengers from 5th October, 2012 to 10th January, 2013.The Escalator is likely to be commissioned o­n 20th January 2013.
5)At Platform No. 2 and 3, the dismantling of staircase will commence from 20th October 2012 and the same will not be available for passengers from 10th October, 2012 to 20th January, 2013. The Escalator is likely to be commissioned o­n 25th January 2013.
  The remaining two other Foot Over Bridges at the Secunderabad Railway station platform i.e., o­ne at east end (Kazipet end) and another at west end (Hyderabad end) will not be disturbed and continue to serve the passengers.

In view to avoid rush in Puri-New Delhi-Puri Neelachal Express, Bhubaneswar-Rameswaram-Bhubaneswar Express and Visakhapatnam-Amritsar-Visakhapatnam Hirakud Express via Bhubaneswar and Sambalpur, East Coast Railway has augmented additional coaches in these trains by creating additional berths.

TRAFFIC DIVERTED ON VANDE MATRAM MARG (RIDGE ROAD) BETWEEN DHAULA KUAN CLOVER LEAF TO SIMON BOLIVER MARG T-POINT


With effect from 22nd September, 2012, the arterial traffic on Vande Matram Marg (Ridge Road) has been closed from Dhaula Kuan towards Karol Bagh (Central Delhi) owing to rectification work being carried on the Delhi Airport Metro Express Link (DAMEL). As a result, heavy vehicles going towards Karol Bagh (Central Delhi) are plying via the Ring Road, Naraina Loha Mandi and Inderpuri.

The Light Motor Vehicles (LMVs), however, plying from Dhaula Kuan towards Karol Bagh (Central Delhi) are following the Sardar Patel Marg (S. P. Marg). This diversion will remain effective till 22nd October, 2012. Necessary diversion warning and information boards have been installed at appropriate places on this road route for the guidance of general public and other road users regarding traffic circulation etc.

Adequate traffic marshals have been deployed by Delhi Metro at the site for assisting Delhi Traffic Police for ensuring proper traffic management/regulation in the area. Sufficient barricading with electric beacon lights warning has also been made at diversion points. All safety measures have been adopted at the site for the safety of road users.

Delhi Metro Awarded the work of "Managment Consulting Services`For Jakarta Metro Construction Work


The Delhi Metro Rail Corporation (DMRC) has been awarded the work of ‘Management Consulting Services’ for the first phase of the Jakarta Mass Rapid Transit System in Indonesia, comprising of 15.7 kilometres.

DMRC has been awarded the work in a joint venture with eight other international companies (PADECO Co. Ltd and Oriental Consultant Co. Ltd from Japan, PT ERNST and YOUNG Advisory Services, PT INDOTEK Engineering Jaya, PT PAMINTORI CIPIA, Lambaga Management FEUI and PT Public Private Partnership from Indonesia and US Company SENECA Group L&C)

The main responsibilities of DMRC in this joint venture will be the finalization of the organizational structure of the Jakarta Metro, recruitment of personnel, development of training facilities and the training of the employees for various categories required for commencing the operations.

Earlier, DMRC had also prepared the Special Assistance on Project Implementation (SAPI) study for the Jakarta Mass Rapid Transit system. This apart, DMRC is also trying to bag similar projects in various upcoming Metro projects of Bangladesh, Sri Lanka and Israel.

The Delhi Metro is also acting as the consultant for all major Metro projects in the country including Mumbai, Chennai, Bengaluru and Kolkata. It is also carrying out the construction work of a 9.25 kilometre long Metro corridor in Jaipur.

Train No.06316, Kochuveli – Bangalore  City Express will leave Kochuveli station at 16.30 hrs  o­n all Sundays, Mondays & Fridays from 01.10.2012 to 30.10.2012 and will reach  Bangalore City at 10.00 hrs. o­n the following day.  In the return direction, Train No.06315, Bangalore City  – Kochuveli Express will leave Bangalore City at 17.15 hrs o­n Mondays, Tuesdays & Saturdays to reach Kochuveli at 10.15 hrs. o­n the following  day.   With a composition of o­ne AC 2Tier, Three AC 3-tier, Fourteen Sleeper Class, Three General Second Class and Two luggage cum brake van coaches, the trains will stop Kollam, Alappuzha, Ernakulam Jn., Thrissur, Palakkad, Coimbatore, Erode and Salem stations.

 Advance  reservation for train  towards Bangalore will commence o­n 23 -09-12. Date of commencement of reservation for Train towards Kochuveli  will be intimated in due course.

2.Subsequent to introduction of special train as given above, there will be minor change in the timings of following trains, during October 2012, in specified days o­nly.

(a)Train No. 12684, Bangalore City- Ernakulam Junction Bi - weekly express of Tuesdays and Thursdays  will now leave Bangalore at  18.50 hrs instead of present 17.15 hrs and will reach Ernakulam Jn at 06-10 hrs instead of 04.15 hrs during the month of October.

(b)Train No. 22608, Bangalore City- Ernakulam Junction  weekly express of Mondays  will now leave Bangalore at  18.50 hrs instead of 17.15 hrs  and will reach Ernakulam Jn at 06-10 hrs instead of 04.15 hrs during the month of October.

(c)Train No. 16321, Bangalore City- Thiruvananthapuram Central weekly express of Thursdays  will now leave Bangalore at  17: 15 hrs instead of usual 18: 50 hrs (Early  starting)  and will arrive Thiruvananthapuram Central at 10:30 hrs instead of 11:10 hrs during the month of October.

(d)In the month of October 2012, Train no. 13351, Dhanbad - Alappuzhaexpress, TrainNo.16324, Shalimar- Thiruvananthapuram express and Train No. 56383, Ernakulam-Kayankulam passenger trains will reach their respective  destination stations 10 minutes in advance.

Miraj-Parli Vaijnath Passenger Train Derailed Between Ghatnandur and Parli Vaijnath Stations


Train No. 51426 Miraj-Parli Vaijnath Passenger derailed between Ghatnandur and Parli Vaijnath stations o­n Latur Road-Parli Vaijnath branch line section of Secunderabad Division o­n South Central Railway at about 08 10 hrs today (23rdSeptember 2012), affecting train movement o­n the section.

As per preliminary information, five coaches and the engine went off the track in the incident. There were no casualties and injuries to passengers in the incident. Accident Relief Trains from Purna and Secunderabad as well as Medical Relief Van from Purna have been rushed to the spot immediately o­n receipt of information.

The Divisional Railway Manager, Secunderabad Division accompanied by other Senior Officials rushed to the spot by the relief train to undertake relief and restoration measures.

AGITATION DISRUPTS TRAIN SERVICES

Mail/Express trains were controlled enroute at different stations like Bhubaneswar, Cuttack, Khurda Road, Brahmapur, Balugaon, Bhadrak, Angul, Paradeep, Jajpur-Keonjhar Road, Puri, Koraput from the early morning till the agitation were called off before noon at most of the places.

BOLANGIR INTER CITY SHORT TERMINATED AT SAMBALPUR


Train services in East Coast Railway jurisdiction were disrupted since early morning to forenoon due to Bharat Bandh today. The demonstration in different stations on Howrah-Chennai main line including branch lines was called off at 11.45hrs and train movements were normalized. The demonstration at Talcher Station was called off at 14.45hrs.

In view of this, 12893 Bhubaneswar-Bolangir Inter City Express which was left Bhubaneswar station after it’s scheduled time has been short terminated at Sambalpur and returned back to Bhubaneswar from Sambalpur. This train was remained cancelled between Sambalpur and Bolangir today.
